Tuyen Quang is a mountainous province in Northeastern Vietnam, 165km far from Hanoi with the geographic coordinates of 21o30’N – 22o40’N and 103o50’E -105040’E. It is bordered by Ha Giang province to the North, Bac Kan and Thai Nguyen provinces to the East, Yen Bai province to the West and Vinh Phuc, Phu Tho provinces to the South. Tuyen Quang province is divided into 5 district, 1 town and 141 Communes, wards and small towns.

Geographical location:

Tuyen Quang is a mountainous province in Northeastern Vietnam, 165km far from Hanoi with the geographic coordinates of 21o30’N – 22o40’N and 103o50’E -105040’E. It is bordered by Ha Giang province to the North, Bac Kan and Thai Nguyen provinces to the East, Yen Bai province to the West and Vinh Phuc, Phu Tho provinces to the South. Tuyen Quang province is divided into 5 district, 1 town and 141 Communes, wards and small towns.

 

Area:

586,800 hectares, including: agricultural and forestry land (519,007 hectares), non-agricultural land (40,918 hectares),  unused land (26,765 hectares).

 

Population: over 730.000.

The population in working age: 448 055 people (61%). The labor force of Tuyen Quang is young with over 50% obtaining junior secondary and secondary education background.In recent years, Tuyen Quang has tackled the relationship between economic development with care for people. Vocational training programs, job creation associated with labor export is done effectively. The unemployment rate reached 36.3% of trained labor force, which is the abundant source for investment projects in the province.

 

Socio-economic situation:

GDP growth rate: 13.8%. Industrial production value: VND1,529 billion (equivalent to 101.93%, up by 25.62%). The production value of agriculture, forestry, fishery:up by 7.07%. Total food production: 31.84 thousand tons. Import-export turnover: ~USD18 (up by 6.64% and equivalent to 100% of the year plan)

Contribution to local budget: VND334 billion (up by 19.29%).

 

FDI attraction:

As of 2013, Tuyen Quang issued investment certificate for 09 foreign investment projects with total registered capital of USD122,82 million. In 2013, Tuyen Quang had 2 capital growth projects with total increased registered investment capital of USD2.21 million, and there was not any newly registered capital.

 

Infrastructure system:

 

Transportation system:

– Tuyen Quang has important roads such as Highway 2 passing through the province on a length of 90 km from Phu Tho to Ha Giang;Highway 37 (63km) from Thai Nguyen through Son Duong and Yen Son districts to Yen Bai province; National Highway 2C (91km) from Vinh Yen town to Son Duong – Tuyen Quang City; Highway 279 (96km) through Chiem Hoa and Na Hang, 96 km long. The province has 340 km of national highways, 392 km of provincial districts. The province has 947 km of district roads, 247 km of urban roads.

– In the National Transport Development Planning until 2015, Tuyen Quang has a complete transport system consisting of roads, waterways and railroads. Some of these roads are the country’s strategic routes such as Ho Chi Minh Highway, Hai Phong – Kunming highway. This transportation system will change fundamentally the province’s geographic-economy and create conditions to attract investment and expand trade.

 

Power supply: Tuyen Quang hydropower plant has capacity of 342 MW. The 220KV and 110KV lines connect Thai Nguyen – Yen Bai – Tuyen Quang.

 

Water supply and drainage: With a capacity of over 28,000 m3/day/night, the water supply system in Tuyen Quang is able to supply edequate water for domestic use and production in and outside thecity.Treated water supply and waste water drainage systems were constructed in every town, IP, IC and tourist zone.

 

Telecommunication: The modern digital telecommunications network was connected by fiber optic, microwave transmission to 6/6 districts to enable direct contactsto all provinces and cities domestically and internationally. Currently 100% of communes, wards and towns in the province has access totelephone service (rate of telephone subscription per 100 residents is 54). The rate of high-speed Internet (ADSL) subscription per 100 people is 2.1.

 

Potential for development:

Thanks to favourable geographical location, natural and socio-economic conditions, Tuyen Quang province has great potentials for economic development.

Firstly, Tuyen Quang has rich natural resources. Total natural land area is 586,732 ha, of which agricultural and forestry land account for 88.23% (forestry land: 446,926 ha including 399,716 ha of forest, natural forest: 267 683 ha, planted forest: 132 033 ha). Fertile soil is suitable for many crops and capable of forming goods production clusters such as tea, sugar cane, peanuts, soybeans, fruit trees … Forest coverage reaches over 64% and the primeval forestssuch as Tat Ke – Ban Bung, Cham Chu are carefully preserved where there are many precious woods and rare animals.

Secondly, Tuyen Quang has big minerals reserves (163 pits with 27 different kinds of minerals) distributed through outdistricts and cities,in which, the No.1 in terms of volume and quality is iron ore, barite, kaolin, tin, manganese, lead-zinc, ăngtimon, … this is a very favorable factor for the development of mining and mineral processing and construction material production.

Thirdly, the geographical location, topography, natural resources, nature, history of culture and people, have created for Tuyen Quang a diverse tourism potential with many forms of tourism, such as: eco-tourism,historic revolutionary tourism (over 460 historical-cultural monuments; the famous monuments are: Tan Trao,Kim Binh, Kim Quan, My Lam Mineral Spring,  Tuyen Quang hydropower reservoir, etc.)

 

Investment attraction orientation

– Development of a number of advantageous industries such as: forestry and agricultural processing; production of building materials; mining and mineral processing; consumer goods production;  supporting industries for high-tech industries; manufacturing of components and parts for car and motorcycle assembly industry; electronics information; rapid development of the service sector, especially tourism; production of goods along with market expansion.

 

Economic zones and industrial parks in the province:

 

Long Binh An Industrial Park:

– Area: 173 hectares.

– Location: Belonging to the communes: Hoang Khai (Yen Son district); Doi Can, Luong Vuong, Thai Long, An Tuong (Tuyen Quang town) and Vinh Loi (Son Duong district); 11 km away from Tuyen Quang City to the south; next to Highway 2 to the west.

– Main industries pulp and paper production, wood processing, steel refining, mechanical engineering, mineral processing…

– Infrastructure Investment: Capital investment of VND25 billion was approved, of which:

+ Investment in infrastructure construction for resettlement purpose in Khe Xoan: VND5.75 billion;

+ Investment in internal roads: VND 19.26 billion:

– Site clearance for internal roads area:VND3 billion;roads building costs:VND 16.25 billion.

 

– Current status: 16 projects have registered to invest in the IP with a total investment capital of VND7,911 billion, in which 11 projects are operating.

Son Nam Industrial Clusters (Son Nam IC) (Son Duong district):

– Area: 2007: 90 hectares, by year 2020: 250 hectares.

– Location: Nam Son commune, Son Duong district;located on Highway 2C connectingto Vinh Phuc province; 50km from Tuyen Quang City Center, 80 km away from Hanoi, adjacent to Tam Dao district (Vinh Phuc province).

– Main industries: mineral processing (feldspar, tungsten); building materials (high quality tiles, adobe brick, precast concrete); garment industry, plastic industry, etc.

 

– Current status: 04 projects have registered to invest in the IP with a total investment capital of VND67 billion, in which 03mineral processing projectsare operating

An Thinh Industrial Clusters (Chiem Hoa district):

– Area: 76 ha.

– Location: Phuc Thinh commune, Chiem Hoa district;80 km from Tuyen Quang City to the west, next to Highway 279 which connects to Na Hang district.

– Main industries: Food and forest products processing on medium scale; mineral processing (antimony, manganese) and handicraft industries.

– Infrastructure Investment: total investment capital: VND6billion. Access roads to the IC are under construction.

 

– Current status: there is 01 project operating (Dong Duong timber processing plant; area: 3.2 hectares, total investment capital: 66.3 billion VND)

Na Hang Industrial Clusters:

– Area: 32 ha.

– Location: On Gam riverbank, Na Hang town;110 km from Tuyen Quang City.

– Main industries: Barite powder processing; forest products processing  (bamboo and rattan); seafood processing;hydraulic facilities repair and manufacture)

 

Tan Thanh Industrial Clusters (Ham Yen district):

– Area: 27 hectares.

– Location: Tan Thanh commune.

– Main industries: orange juice processing;wood processing; mineral processing; handicraft industry.

 

*) Investment incentivesare stipulated by following Decisions:

Decision No.25/2007/QD-UBND dated August 14th 2007; Decision No.03/2012/QD-UBND dated March 3rd 2012 amending and supplementing  some articles on Decision No 25/2007/QD-UBND dated August 14th2007. Including:

 

(1) Incentive geographical locations:

– Locations with extremely difficult socio-economic conditions: Na Hang district, Chiem Hoa district and Lam Binh district.

– Locations with difficult socio- economic conditions: Ham Yen district, Son Duong district, Tuyen Quang city.

 

(2) Incentives of land rent, water surface rent

* The price of land rent, water surface rent of each projects will be stable in 5 years and in accordance with land prices set by Tuyen Quang’s People Comittee on the purpose of use  in each position.

* Exemption of land rent, water furface rent: following the existing regulations of the Government,:

– Projects in Na Hang, Chiem Hoa, Lam Binh districts:

+ Completely fee from land rent, water surface rent for investment projects of speciallyincentive sectors.

+ Free from land rent, water surface rent for a fixed term from the date of completion of construction and the project is put into operation: 15 years for investment projects in lists of incentives sectors; 11 years for other projects;

– Projects in Ham Yen, Yen Son, Son Dương districts and Tuyen Quang city:

+ Free from land rent, water surface rent for a fixed term from the date of completion of construction and the project is put into operation: 11 years for investment projects in lists of incentives sectors; 07 years for other projects;

+ Totally free from land rent, water surface rent for projects of apartment construction for IPs’ workers, projects of public works construction for business  purpose in sectors of education, health care, culture, sports, science – technology.

* Land leasing term: according to each projects but not over 50 years.

 

(3) Tax incentives: in accordance with the stipulations of the Government in Decree No 108/2006/ND-CP

* Support for infrastructure development:

– For projects in IPs, ICs and planned tourist sites:

+ The province will build infrastructure facilities up to the border of the IPs. ICs, tourist sites, including: access roads, water drainage system;

The Provicial People’s Committe will balance the provicial budget to support the local road construction, the general water drainage system in the industrial clusters and tourism points.

* For projects located outside industrial parks and industrial clusters: depending on the investment size and sector, the Provincial People ’s Committee will decide the amount of support but it will not exceed 50% of the cost of infrastructure construction including roads, water drainage system outside the project fence.

 

(5) Financial support for worker training:

1. Conditions for receiving financial support:

a. The investors employ local residents (with priority given to residents whose land is withdrawn)

b. The employees are trained by the investors to be qualified for working at the main production chains of the projects.

2. The financial support amount: The investors satisfying the above-mentioned conditions shall be supported one time at maximum rate of 50% of the training cost for one worker but not exceeding 2,000,000 VND per worker .

3. The financial support will be transferred to the vocational training establishment, not directly to trainees.

 

Projects calling for investment:

a. Polymer composite production factory (30,000 m2 per year): in An Long Binh Industrial Park;

b. Shelf-inserted tile factory (50,000 m2 per year.): in Long Binh An Industrial Park;

c. Plastic factory (200,000 m2 per year): inLong Binh An Industrial Park;

d. Precast Concrete Factory (150,000 tons/year) in Son Nam Industrial Clusters, Son Duong district;

e. Zinc refinery factory (15,000 tons / year): in Long Binh An Industrial Park;

f. Mechanical manufacture and assembly factory (20,000 tonnes/year: in Long Binh An Industrial Park;

g. Electronics assembly factory (2 million productions / year): in Long Binh An Industrial Park;

h. Agricultural machinery assembly factory (500 products / year) in Long Binh An Industrial Park,

j. Industrial paint production factory (50,000 tons / year): in Long Binh An Industrial Park;

k. Long Binh An Water Treatment Factory (7,300 m3/ day&night) in Long Binh An Industrial Park.
