– Quang Binh is a province in the Middle of Vietnam. The province is 500 kilometers distance from Ha Noi towards the south, 1.200 kilometers distance from Ho Chi Minh City towards the north.

– The west has 201 kilometers of border with People Republic of Laos, the east borders on 116 kilometers of coastline of East Ocean.

Geographic location:

Quang Binh province is located in the north of Central Vietnam, about 500km from Hanoi to the north. As a land of “sacred land, prominent men”, the province possesses natural, economic, social conditions with many potentials and advantages. The province has a coastline of 116.04km in the East and shares its border of 201.87 km with Laos in the West. It is the place where Hon La seaport is situated; the Highway. 1A, Ho Chi Minh Highway, the North-South Railway runs through the province; the National Road No. 12 and the Provincial Roads No. 20, No. 16 run from the east to the west, connecting the province with Laos People Democratic Republic through Cha Lo international border gate and some other sub-border gates.

 

Area:    Natural area of Quang Binh is 806.527 ha, divided as follows:

– Land for residential purpose: 4.946 ha

– Arable land: 71.381 ha

– Forest land: 601.388 ha

– Land for special use: 23.936 ha

– Other non-agriculral land: 20.670 ha

– Unused land: 72.619 ha

Ferralsols soil accounts for over 80% of the natural area, mainly in the western hilly terrain; sandy soil accounts for 5.9% and alluvial soil accounts for 2.8%.

 

Population:

The population of the province is 857,924, distributed unevenly with 86.83% living in rural areas and 14.4% in urban areas.

Quang Binh has aabundant labor resources accounting for about 49.28% of the population. Regarding the quality of labor, as of 2013, Quang Binh has: over 25,000 people with undergraduate degree, more than 600 masters, and nearly 50 doctors and doctoral associate professor. The number of workersthat underwent training is nearly 105,000, accounting for 25% of the workforce.

 

Socio – economic development situation:

GDP growth rate: 

In 2013, the GDP growth rate reached 7.1%, higher than the same period of previous year. The value of industrial production increased by 9.5%; production value of services rose 8.5%, the value of agriculture, forestry and fisheries production increased 3.2%. GDP per capita reached VND22.5 million.

 

The export-import and commercial situation:

In 2013, commercial transport through Cha Lo international border gate (Quang Binh province) was very vibrant. Import-export reached USD1.593 millions, increasing 25% compared to the year 2012 and highest from the past to present. By commodity group, food items have highest retail sales in the retail section on Quang Binh market.

 

FDI attraction:

As of 2013, Quang Binh had 6 FDI projects with total registered capital of USD34.83 million. In 2013, Quang Binh had 1 new project with total registered capital of USD50,000 million.

 

Infrastructure system:

Roadways: The Highway 1A and Ho Chi Minh Highway pass through most of the province’s area. On the East-West Transport Corridor, the National Road 12A connects Quang Binh with Laos, Northeast Thailand and Myanmar through Cha Lo international border gate, and this road isconsidered the shortest and most convenient route. Tan Ap Station is the future Trans-Asian transit railway station. Trade relations have been expanded on many sectors: tourism, commerce, agriculture, forestry, fisheries, minerals… In Mekong Subregion, Quang Binh belongs to East–West Economic Corridor and becomes a significant hub of cross-border trade, cooperation and development among regional countries, the East gateway of the whole region of the Central Laos, Northeast Thailand and Myanmar – a region with great potential and opportunities for development.

 

Internal waterway: The province has 116 Km of coastline, 364 Km of waterways in total. Currently, Quang Binh Authority has restored and upgraded Gianh Port to accommodatevessels of 1,000 ton increase the loading capacity to 100,000 tons / year. Hon La seaport was put into operation to accommodate ships of 10000 tonnes of cargo, and a new area in the city’s suburb is being prepared to relocate Nhat Le seaport.

 

Railways: In Quang Binh province, Dong Hoi station is the main railway station on the North – South railway at Km 522. The Station is located in the Sub-region 4, Nam Ly Ward, Dong Hoi city, Quang Binh Province. Dong Hoi station is 522 Km from Hanoi Station to the north, 192 Km from Vinh station to the north and at 100 km distant from Dong Ha Railway Station to the south, 166 kilometers distant from Hue Station to the south.

 

Air transport: Dong Hoi airport is located in Loc Ninh commune, Dong Hoi City, Quang Binh Province, 6km from Dong Hoi city centre to the south, near the coastline of East Sea and has the runway 300 meters to the east of National Highway 1A.

 

Electricity supply: Now 98.7% of communes and wards have access to electricity supplies with over 97% of households using electricity. The province has put into operation in Dong Hoi the 220KV power station with 2 x 125MVA of capacity; 4 stations of 110 KV (Dong Hoi, Ba Don, Gianh River’s cement, Le Thuy) with a capacity of 150MVA, 18 intermediate stations with capacity of 64MVA, 977 distribution stations of 159.6 MVA capacity. There are 125 km of 500KV north-south electricity line, 69 km of 220KV line, 123 km of 110 kV line, 1427 Km of 6-35KV electricity line.

 

Water supply: Treated water is suppliedfrom Phu Vinh and Bau Tro water treatment plants at capacity of 27,000m3/day&night for the city and surrounding areas. The water supply systems in Ba Don, Quy Dat, Dong Le, Quan Hau, Kien Giang communes and Viet Trung town now have capacity of 1,000-2,000m3 per district.

 

Telecommunications: Up to 2010, the province had post offices in every locality and they all provide multi- postal sevices, with software applications and IT infrastructure in all postal savings services, money transfer… In 2012, modernization, computerization have been done for90% of post offices in the province

 

Potential for development:

Minerals: Quang Binh has various types of minerals such as gold, iron, titanium, pyrite, lead, zinc,v.v. and a number of non-metallic minerals such as kaolin, quartz sand, limestone, marble, granite,.v.v.. Particularly, limestone and kaolin have rich reserves enough to develop cement and building materials industry in large scale. There are hot mineral springs at 105 degree C. Gold reserves in Quang Binh is a huge potential for development of gold mining and gold craft industry.

 

Forest recources: Quang Binh is located in the biodiversity zone of North Truong Son Mountain Range where there is a diversified flora and fauna system with many rare and precious species. The Phong Nha- Ke Bang Karst region is the typical biodiversity system of Quang Binh province. With 486,688 ha of forest area, of which natural forests cover 447,837 ha, planted forests 38.851 ha including 17,397 ha of pine forest, and non-forest area 146,386 ha. Forests in Quang Binh Province have many kinds of precious wood like ironwood, mahogany, ebony, Huynh, pine, rattan, and many other valueable forestry products. Quang Binh is one of the provinces that has the biggest timber reserves in Vietnam. Currently, timber reserves is 31 million m3.

 

Water resource: Quang Binh has a dense system of streams and rivers with density of 0.8-1.1 Km/Km2. There are 5 mains rivers in its territory, namely Gianh River, Ron River, Nhat Le River (which is the joint of Kien Giang River, and Long Dai River), Ly Hoa River and Dinh River, with total water flow volume of 4 billion m3 / year.

All these rivers are formed by many river basins and derive from the Truong Son Mountain Range. Besides, there are approximately 160 natural and artificial lakes with an estimated capacity of 243.3 million m3 of water.

 

Land resourse: Quang Binh Province is located in the north of Central Vietnam, with an area of 8,065 km2. Land resource is divided into two main systems: Alluvial in the delta and feralit on hills and mountains, with 15 major groups:Ferralsols, sandy soil and Alluvial. The Ferralsol accounts for over 80% area, mainly in the west mountainous area, the sandy soil accounts for just 5.9% and Alluvial 2.8%.

 

Commerce, services, tourism: The province has a market network with 123 local markets, 4 trade centres, mainly in Dong Hoi city. There are 238 hotels and motelswith 2766 rooms and 5470 beds. Phong Nha, which is praised as ” the numbet 1 cave in Indochina “, is now being constructed to become a tourist attraction. In Gianh Port there are 02 petrol serving zones with a capacity of 8000-10.000m3 with filling stations system located across the province to supply petrol for consumption and production.

 

Socio-Economy: The province has over 100% of communes that have medical stations, including 70% of health centers of national standards, each district has 01 hospital and 2 – 3 clinics; 100% of communes have primary schools, 95% have secondary school; each district has 2-3 high schools, 01 vocational centers. In the province there is one university, two vocational schools, two vocational secondary schools, 1 Radio and Broadcastingwith capacity of 5KW; 8 TV stations and 7 Radio stationsin cities and districts.

 

Investment attraction orientation:

a. Projects on agricultural and Rural Development (agriculture, irrigation, forestry and fisheries in association with poverty reduction):

– Priority is given to projects involving in mountainous rural socio– economic development in association with poverty reduction and job creation in order to improve living standards of local in habitants.

b. Projects on economic infrastructuredevelopment :

– Transportation infrastructure:

+ Construction of inter–commune roads(especially in mountainous areas), some provincial roads that connect Highway 1 with the eastern part of Ho Chi Minh Highway; improvement of district roads to ensure smooth transportation between villages and communes.

– Power supply:

+ Development of power supply and distribution networks; improvement of the rural powernetwork in villages that have no access to electricity.

– Water supply & drainage; urban development:

+ Development ofsynchronous urban infrastructure system; completion of construction of treatedwater supply system for cities and towns;

+ Improvement and construction of a treated water supply system for rural area, especially for communes that have not been supplied with treated water;

+ Construction of facilities for waste water treatment and drainage; solid waste and urban rubbish treatment.

c. Projects on social infrastructure development:

– Healthcare:

+ Improvement and increase the number of medical equipments for provincal and district hospitals;

+ Investment in construction of provincial traditional hospital;

+ Education and training:

– Investment in vocational teaching facilities;

+ Modernization of universities and key training fields;

+ Construction of some laboratories along with univerity research;

+ Construction of schools and education infrastructure in disadvatageous areas.

d. Projects on environmental and natural resources protection:

+ Encouraged projects: environmental protection;sustainable natural resources management; pollution reduction; urban environment improvement; enhancing natural disaster prevention and recovery.

e. Projects on administrative reform, human resource development and other social sectors.

+ Strengthening the capacity of local government agencies, ofelected-by-people bodies, central government bodies; strengthening the management capacity over state investment programs funded by the state budget;

 

Preferential investment policies of the province: (According to Decision No. 21/2007/QD-UBND dated 17/9/2007 of Provincial people’s committee)

1. Financial supportfor worker training:

Funding for training of workers who arethe local residents and recruited for the first timeis as follows:

– Investment projects recruiting 100 employees or more shall be granted with VND500,000 per employee.

– Investment projects using high technology shall be granted with VND1,000,000 per employee.

2. Financial supporting for construction of essential infrastructure

Projects outside industrial parks and border-gate economic zones, if being classified as investment incentive projects(as stipulated in Section 7 of the General Stipulations), shall be granted with partial financial support for the investment costs in essential infrastructure facilities such as: electricity, water supply, access roadsup to the border of project plots.

3. Financial support for compensation, site clearance for projects outside industrial parks and border-gate economic zones

Depending on the size and nature of the project, land compensation and site clearance for the projectshall be funded as follows:

– The investment projects capitalizing at less than VND50 billion, the province will give a maximum support up to 30 % of the cost of compensation and site clearance under the approved estimates but not exceeding VND1 billion for a project.

– For project that has the capital over VND50 billion, the province will give a maximum support up to 50 % of the cost of compensation and site clearance under the approved estimates but not exceeding VND2 billion for a project .

 

Economic zones (EZs) and Industrial parks (IPs) and in the province: 

Hon La Economic Zone:

Area: about 10,000 ha, of which mainland area is 8,900 hectares, island and sea area 1,100 hectares.

Location: Hon La Economic Zone spreads over six coastal communities (including both sea and island) of Quang Trach district, namely: Quang Dong; Quang Phu; Quang Tung; Canh Duong; Quang Hung and Quang Xuan.

 

Technical Infrastructure: includes 2 functional zones:

– Non-tariff zone: 200 hectares;

– Tariff Zone: 9,800 hectares.

Currently, a deep water port with capacity of 10-12 million tons per year is under construction in the Hon La Economic Zone, which will be able to accommodate 10000-ton vessels; a 1200MW coal-fired thermal factory, a cement factory with capacity of 4 million tons per year and a shipyard are also being constructed.

 

Cha Lo border gate Economic Zone: 

Area: 538 km2

Location: Cha Lo border gate Economic Zone covers 6 communes of Minh Hoa district (Dan Hoa, Trong Hoa, Thanh Hoa, Hoa Phuc Hong Hoa and Hoa Tien communes). Located in the bordering area between Laos and the Vietnam’s western, this EZ is the international gateway to the west of the East-West economic corridor of Quang Binh province, lying on the National Road 12A connecting to Hon La multi-sector economic zone. Cha Lo EZ is the important Economic corridor in the north of Quang Binh province and one of the important trade hubs in the North Central economic region which is linked to the Trans-Asia road.

Infrastructure:Cha Lo EZ includes anon-tariff zone, an export processing zone, industrial parks, an entertainment park, tourist areas, new urban areas, residential areas, administrative areas and other functional areas.

 

Hon La seaport Industrial Park: 

Area: The total area is 97.58 ha, in which:

+ Land for building factory: 55.85 ha;

+ Land for services, warehousing, repairing purposes: 14.88 ha

+ Land for technical and administrative infrastructure, and green trees:26.85 ha

Location:Hon La seaport Industrial Park is located in the center of the country, on the side of Highway 1A, in the area of Quang Dong Commune, Quang Trach district, Quang Binh province. Hon La IP is 60km away fromthe centre of Dong Hoi City,160km from Cha Lo international border gate (between Vietnam and Laos), less than 300km from the northeastern provinces of Thailand. To the east of Hon La IP is Hon La Bay which is rated as an ideal bay for building a deep water port and and vessel shelter.

Infrastructure in this IP was developed with funding from the state budget at an amount ofVND152.68 billion. Major infrastructure such as internal roads, ground leveling and site clearance has been almost completed.

 

Northwest Dong Hoi Industrial Park: 

Area: The total area is 62.56 ha, in which:

+ land for building factories: 41.16 ha

+ land for building operation center and service area: 0.75 ha

+ Green area and lake: 12.66 ha

+ Land of internal roads: 7.99 ha

Location:The IP is located in Quang Dong commune, Quang Trach district, to the northwest of, 3km away from Dong Hoi City Centre, 2km from National Highway 1A, 1.5km from Ho Chi Minh Highway, 1km from North-South railway2.5km from Dong Hoi Airport. Dong Hoi Northwest Industrial Park has many advantages for the development ofa diversified economy.

Infrastructure: Technology and social infrastructure of Dong Hoi northwest Industrial Park was invested from the state budget with a total investment of VND79.44 billion. The basic construction workshave been completed such as: main internal roads,ground leveling;rate of leased land:  80%.

 

North Dong Hoi Industrial Park:

Area: 134. 95 ha

+ Land for building factory: 72.91 ha

+ Land for administrative, management and services area: 6.47 ha

+ Land for waste treatment projects: 2.83 ha

+ Green land: 11.01 ha

+ Land for roads and car park: 11.55 ha

Location: Thuan Duc commune, Dong Hoi City and Ly Trach commune, Bo Trach District, Quang Binh Province.

+ Bordered by National Highway 1A to the East;

+ Spreads over 350m ofLy Trach Commune area to the north;

+ Bordered by Phan Dinh Phung street to the south;

+ Bordered by a pine forest to the west on the area of Li Trach commune (Bo Trach district) and Thuan Duc commune (Dong Hoi city).

Infrastructure: site clearance,ground leveling, roads construction have been done. Clean land is now available for rent.

 

Hon La Industrial Park II:

Area : 177.1 ha.

Location: Hon La Industrial Park II is planned to locate in Quang Phu commune, Quang Trach district , Quang Binh province; bordered by Anh Trang iron and steel factory to the east, by residential area and farmland of Phu Loc Village, Quang Phu commune to the South-west; by Mui On mountains, Quang Phu commune to the east;

Infrastructure :

Roads: The internal roads are planned to have standard design;

Planning on ground leveling and rainwater drainage: Rainwater is drainedin a separated system. Rain water is gathered to a low field region in the northwest of the industrial park. Part of it is drained towardsthe Southwest through the existing culvert on national highway1A.

Sewerage planning: Industrial waste-water is collected in a separated system. Water disposed from factories shall be collected and leaded towards to the intensive treatment area. Waste water can be discharged to outside only after standard treatment.

Planning for water supply: The water supply system in the industrial park is designed in the form of circle circuit which can guarantee stable and continuos supply to factories.

Planning for electric supply: Power supply for industrial park will be taken from a 100/22KV transformer station which is planned to be built in  Quang Phu commune.
